The user required an administration building, which combines functionality and liveliness.

The building refers in position and height both to the old barracks and the flanking industry buildings. The structure is subdivided into five cuboids; two of them each form a courtyard. A shared entrance hall connects the cuboids. The main entrance is situated under a large canopy. This canopy is build by the hall beyond, which protrudes from the entrance hall. This large hall has the function of a market place, where people can meet, get information, work and also celebrate occasionally.
