It is the main idea of the urban development to complete the former government district. The building is part of a chain beginning with Bundeskanzleramt, assembly building, Langer Eugen and ending with the Schürmann building.

It is integrated in this concept by adopting the structure of the Schürmann building, which does not continue endlessly but is completet by a cross building which marks the end of the chain.

This building should not compete with „Langer Eugen“ in height and position.

The chosen building type is characterised by a high flexibility and short connecting paths. The individual parts of the building have 5 sections with 20-30 workstations each per level. They are arranged around a central hall.
